Shortly after the inauguration of the current administration in Delta State, His Excellency, Governor Ifeanyi Okowa established the Office of the Chief Job Creation Officer (CJCO) as a vehicle to fast track the ultimate realization of the objective of job and wealth creation; a key component and connecting thread of the other components of the Smart Agenda. The Office of CJCO was created to manage and coordinate the job and wealth creation schemes of the Okowa led administration.
Evidently, the number of jobs created, directly or indirectly, through the programmes and initiatives of the Office of the CJCO or through the programmes and activities of Ministries, Departments and other Agencies (MDAs) is a major Key Performance Indicator (KPI) of the administration, hence the need for procedures, benchmarks and common definitions for appraising and taking stock of the gains and achievements in terms of the number and types of jobs created by Government.
As part of its mandate, which includes the design of a framework for measuring and documenting the job creation efforts of government, the Office of the CJCO has, in consultation with the Ministry of Economic Planning and the Office of the Senior Policy Adviser, designed the Job Creation Accounting Framework (JCAF) for adoption and implementation by MDAs and it was approved by the State Executive Council.
The JCAF is a tabular array of the types and numbers of jobs attributable to the projects or programmes of any MDA. The essence is to ensure uniformity, credibility, reliability, accuracy and orderliness in the management of statistical data on job creation. It will also enhance institutional memory and promote inter-agency coordination in the development of cumulative scorecards for the periodic monitoring of job creation efforts of government.
The Office of the Chief Job Creation Officer was created as a special purpose vehicle for the actualisation of job and wealth creation under the S.M.A.R.T agenda. The job and wealth creation scheme has been tagged OkowaPlus.
