The overall strategy of the job creation scheme is to equip unemployed youths (18-35 years old) with the technical know-how, vocational skills, values and resources to become self-employed and employers of labour. Another dimension of the strategy is to support and mobilise already existing farmers, agro-processors and value chain operators, micro- and small enterprises to increase their output, sustain existing jobs and create new ones.
The selection of participants is rigorously done to ensure the inclusion of only interested, willing, passionate and committed unemployed youths who want to be entrepreneurs. In order to enunciate ownership and sustainability, participants are allowed to make their choice of skill and trade or enterprise. With regard to the PPSP, selection of beneficiaries is carried out to ensure that only practising farmers, agro-processors and value chain operators benefit from the support given by the government.
The curriculum is designed to expose participants to both theoretical instruction and hands-on experience in existing enterprises. Training is based on standard fit-for-purpose modules for the enterprise, skills or trade.
On successful completion of training, participants are provided with in-kind start-up capital (otherwise called starter packs) corresponding to the enterprise, skill or trade.
Throughout the job and wealth creation scheme, participants are subjected to close monitoring. The monitoring system involves tracking and follow-up of participants from training and establishment phases through the enterprise gestation period. It is based on a framework of Key Performance Indicators (KPIs). Monitoring is aided by ICT-based information transmission, tracking and reporting technologies. Appropriate structures are in place to ensure that participants, trainers and all programme actors fulfil their responsibilities and commitments.
The implementation of YAGEP and STEP participants includes a mentorship component involving field supervision, tracking of participants, troubleshooting operations and case-by-case feedback. The mentoring process adopts mobile business counselling clinics for the detection and resolution of business challenges.
In addition, there is a web-based (online) social networking and public communication forum for experience sharing, information exchange and peer motivation among the participants. The process also makes for seamless information flow between the Office of the Chief Job Creation Officer and all the participants.
All programme actors (training centres, participants and internship enterprises/practice shops) are guided by strict code of conduct for quality assurance and sustainability.
The Office of the Chief Job Creation Officer was created as a special purpose vehicle for the actualisation of job and wealth creation under the S.M.A.R.T agenda. The job and wealth creation scheme has been tagged OkowaPlus.
